The Department has a risk management system to help keep people safe. This system considers the needs of California’s diverse communities. Lowering risk is a shared responsibility. The Department, regional centers, service providers, individuals and families, and community partners work together to identify and address risks. Together, they promote safe, equitable, and person-centered services and supports.
In fiscal year 2025–26, the Department updated the rules in Title 17 about Special Incident Reports (SIRs). The updates add clear definitions and explanations so all regional centers report incidents the same way. You can find information and resources about these changes below.
